Organization summary:
The post being advertised is for an INGO working across Pakistan in different thematic areas.
Job Summary:
- PMER Officer will be based in Quetta for the monitoring and evaluation of WASH related activities.
- The position holder is required to be mobile as S/he would be required to visit all targeted districts in Baluchistan. This position reports to the project lead for operational matters and to the MEAL Focal point in the Country Office for technical matters.
- The position holder will do the monitoring and evaluation of project interventions in the allocated districts in close coordination with the project lead and the MEAL Focal point. Conducting need assessments for project activities or in emergencies, executing baseline assessments, KAP surveys, mid-term/end-term evaluations etc will constitute her broader role in close coordination and leadership of the MEAL focal point.
Job Responsibilities:
- Establish a monitoring and evaluation plan in line with the requirements of the approved project plan and LFA that is in line with the project donor.
- Support MEAL focal point in the country office, in establishing and make functional an efficient and action-oriented MEAL system for the project focusing on WASH related interventions – both hard component and soft components.
- Help the project lead in taking data-informed decisions and corrections based on monitoring data and findings.
- Support the MEAL focal point to implement the MEAL plans and ensure real time analysis to track and guide the quality of the programs and implementation.
- Conduct regular field visits (approximately 70% of the time), in coordination with field staff, to assess project impact and collect feedback from relevant stakeholders and submit weekly/monthly reports separately.
- Establish a monitoring and evaluation framework in line with the policies of the Qatar Charity which also correspond to agreement with the donor for the project.
- Identify appropriate PMER methodologies for objective specific PMER activities.
- Support development and facilitate implementation of data and knowledge management tools for the entire project. This will include leading the data collection, data analysis and overall data management.
- Lead the Baseline data collection exercise at the project initiation in the project area(s). Also takes responsibility of end-line survey & any evaluations planned.
- Conduct regular field visits, in coordination with field staff, spot check/ surprise visits & telephonic validation of activities as well as to assess project impact and collect feedback from relevant stakeholders.
- To develop proper follow up mechanism of Agreed action as per field visit feedback and report/ share with the Project Manager.
- S/he should ensure minimum 02 field visits during the month and submit report of each visit separately.
- Random visit to the field to assess if the beneficiary selection fulfills the established criteria.
- Prepare weekly, monthly, and Field visit reports in light field visit finding.
- Leads in establishing effective monitoring, information and reporting systems, and in the development of communication materials and strategies to promote community participation.
- Support in tracking the overall progress of the project activities (Qualitative & Quantitative).
- Ensure that all the procedures at the project site are according to the procedures.
- Spot checks of the services provided by the field team.
- Support the line management in the weekly review of the Project Implementation Plan vis-à-vis physical and financial progress. Prepare high quality reports on the templates approved by the Donor.
- Develop a set of lesson learnt of the project at its closure and sharing with the Project Manager/ Country Office focal person.
- S/he is responsible to ensure collection and entry of all data as per project and donor needs.
- Facilitate the teams in preparing workplans & sharing progress reports.
- Participate and provide technical input to the monitoring objectives of the organization on the regular basis through meetings.
- Plan and organize Monitoring and Evaluation trainings and workshops for staff capacity building.
- S/he is responsible for managing project database and to keep data in soft and hard form always updated, and whenever needed to share with doner and QC.
- Any other task assigned by the Project Manager related to the job/ project.
Job Requirements:
Education:
Bachelors / Master’s degree
Preference will be given to candidates with their degree in Social Sciences, Economics, Statistics, Computer Science.
Work Experience:
- At least 03 years rich experience in role of Monitoring, Evaluation, Accountability, and Learning.
- Working experience in both emergency and long-term development projects and programs
- Proven working experience in Monitoring, Evaluations, Accountability, and awareness about CHS.
- Proven skills in collection, analysis and reporting of quantitative and qualitative data and analytical reports.
- Demonstrated strong monitoring and evaluation skills, including planning/participating in evaluations.
- Ability to manage a large and varied workload, work under pressure and meet deadlines.
- Demonstrated Skills and Competencies:
- Good understanding of statistical data, ability to recognize, interpret and synthesize patterns in data.
- Field Monitoring and field data collection skills
- Data analysis, dashboarding, interpretation and analytical report writing skills.
- Computer skills & data visualization skills
- Strong communication and coordination skills
Language Skills:
English, Urdu
