Background: The main aim is to support the Program Lead i.e., National Project Manager (NPM) to implement, monitor and report on MMS Scaleup project for maternal Health and nutrition program supported by BMGF at Provincial level. The program is based on prevention of maternal anemia through improving the antenatal care (ANC)
The Provincial Coordinator will support Nutrition International by collaborating with Director General Health Services Punjab Office and IRMNCH Program Office in implementing MMS Scale Up Project that is aligned with Government of Pakistan Maternal Nutrition Strategy 2022-27.
Job Description:
1.1 Key Duties and Responsibilities
1.1.1. Coordination, Advocacy and liaison
- Develop links at the district and provincial levels between stakeholders at the Department of Health (DoH), vertical programs such as IRMNCH&NP and Nutrition Units/Cells and relevant NGO partners for scaling up MMS program
- Maintain constant effective communication with key policy makers at province and district levels for timely sharing of program related information highlighting gaps and challenges.
- Advocate with the relevant provincial health authorities to create an enabling environment for implementation & scaling up the MMS intervention in the province.
- Ensure regular liaison with the Senior Project Officer and National Project Manager to ensure the implementation of the MMS Scaleup project work is well coordinated and in line with the objectives of the project.
- Collaboration with the MEAL Officer for technical guidance during monitoring.
- Coordinate and arrange the logistics for all the planned activities at the provincial and district level (e.g. TWG or Provincial meetings, workshops, events, seminars etc.) in accordance with the MMS Scale up Workplan.
1.1.2.Planning & Management
- Supervise and provide guidance and support to the District Coordinator of District Lodhran for the management of implementing MMS Scale up program in the district.
- Review of monthly plans, reports and other project documents submitted by the district team of Lodhran and submitting to the SPO and NPM at the Country Office NI.
- Develop and submit monthly plan for the implementation of MMS Scaleup project in coordination with field teams at district level.
- Compile & submit a provincial plan of capacity building activities for different cadres in consultation with SPO and District Coordinator.
- Participate in important government planning meetings to move further the mandate of the organization.
- In coordination with the SPO, MEAL Officer and District Coordinator, ensure the implementation of the Annual Work plan activities, including M&E activities, meetings including reviews, visits to project area and facilities.
1.1.3. Capacity building
- Organize orientation/capacity building sessions for the health care providers/Managers working in public sector in close coordination and collaboration with health authorities and SPO.
- Facilitate teams in trainings for the HCPs, LHSs and LHWs
- Ensure that the technical teams in the field undertake on-job capacity building of relevant government functionaries through review meetings and frequent field visits.
1.1.4. Strengthening supply and delivery system
- Ensure that the district, tehsil and health facility levels maintain adequate MMS Supply, its storage, cater logistics and monitor distribution of the supplies as per approved distribution plan.
- Ensure that field team arrange and provide appropriate information to the health care staff on estimations of MMS, as per requirements for their catchment areas, and maintain adequate supply.
1.1.5.Support on data collection
- Responsible for reviewing the monthly data collected from project sites, ensuring its reliability, and that the project database is updated, initial analysis is undertaken and shared with the Senior Program Officer & MEAL Officer at NI country office. Provide support in data analysis and reporting.
1.1.6. Assessment, Monitoring and Supervision
- Conduct ongoing monitoring of the project against objectives outlined in the project using methods and tools developed/ shared by NI.
- Prepare monthly and quarterly reports, organize and carry out monthly project review meetings at district and provincial level.
- Undertake field visits at districts for regular monitoring to ensure strict compliance and utilization of commodities by end users in close coordination with Health Department.
1.1.7. Others
- Perform any other duties as may be assigned by the supervisor.
1.1.8. Qualifications and Experience:
- Education: Master’s degree in Public Health, Nutrition, Social Sciences or a related field.
- Experience: Minimum of 7-8 years of relevant experience in program support, preferably in public health, nutrition, or a related sector. Experience of program management at the provincial level in Punjab and coordination with the Health Department would an advantage.
- Skills and Competencies:
- Knowledge of maternal, adolescent, and child nutrition issues in Pakistan.
- Strong advocacy, negotiation, stakeholder engagement, communication and interpersonal skills to work effectively with stakeholders at all levels.
- Proficiency in data analysis, monitoring and reporting; familiarity with Microsoft Office (Excel, Word, PowerPoint).
1.1.9. Key Deliverables:
- Timely submission of monthly, quarterly and annual program reports, policy briefs, and other key documents.
- Successful organization of stakeholder meetings, trainings, and workshops.
- Ensure all planned activities are done as per the approved Annual Work Plan.
- Ensure provincial targets for MMS distribution are met.
- Accurate tracking of program activities and contributions to monitoring and evaluation reports.
- Effective coordination and communication among stakeholders to support program implementation.
Reporting Line: Reports directly to National Project Manager MMS SMART Scale Up Project with a dotted line with Senior Project Officer (SPO).
