Job Description:

Introduction


 


A well-reputed organization is conducting a door-to -door survey for National Socio-Economic Registry (NSER) Update in Central and Southern Punjab. The survey aims to collect data for the Benazir Income Support Program’s Poverty Score Card which will be utilized by the Government of Pakistan to roll out its targeted social safety nets. 


During the survey, Computer-Assisted Personal Interviewing (CAPI) approach will be adopted for data collection. We look forward to engage passionate and committed individuals  having excellent knowledge of conducting surveys and information technology; appropriate communication and public relations development skills; expertise in Microsoft Office and a deep understanding about the importance of data for national planning.

• Participate in the training workshops to be organized by the Survey Firm (SF) to get particularly trained in the correct understanding and filling of all


sections of the CAPI Application as well as the reporting tools.


• Get well acquainted with the NSER Guidelines that describe guiding principles for Supervisors, Area Coordinators, Enumerators and procedures on how to conduct data collection exercise;


• Be responsible for targeting (data collection) survey at their assigned level. One Area Coordinator will be responsible for 5 Supervisors (teams);


• Allocate Targeting Teams to various villages/localities within the Union Council;


• Make logistics arrangements for the execution of the targeting survey;


• Provide technical support to Supervisors;


• Supervise and ensure the quality of the data collected and conduct spot checks in the field;


• Provide Union Council reports as per protocols provided by BISP;


• In particular, be responsible for three different phases of the data collection process:


a. Preparation for data collection (survey) in the field;


b. Execution of the survey; 


c. Social Mobilization and Communication activities; 


d. Completion of the survey;


• Ensure that Supervisors prepare and update village maps of the surveying area to mark household GPS, capture number of members living in each household including GPO information in order to ensure all dwellings (including permanent and temporary) are fully covered during the survey;


• Ensure that field teams regularly update Electronic Registry Form (ERF) onto server;


• Ensure that enumerators are provided with following material for data collection: 


a. Name Tags as per the specified format involving Name of the Enumerator and title of the program; 


b. An official letter identifying them as Enumerators for the SF; 


c. Guidelines manual; 


d. Printed Receipt; 


e. A fully charged Tablet with preloaded application and location address; 


f. Village map with household listing of the surveying area that should also indicate starting and ending point; 


g. Mobile phone with top-up balance; 


h. Cap and Flees with appropriate logo of BISP displayed on it as per the design to be provided by BISP. 


• Monitor the work of the Targeting Teams allocated to him through regular field visits, conduct regular meetings and telephonic conversation with the Supervisors of each village/locality


• Revise carefully village/locality wise daily reports, monitor the quantitative output of each team and report on these outputs to the SF’s Divisional/District Head of Operations


• Verify if all reports were correctly submitted and compare the number of total households and surveyed households. Based on the results, the Area Coordinator decides, whether the survey in this village has been completed or if the survey should be extended;


• Review the daily outputs of Targeting Teams and checks their productivity. In case of low outputs, s/he will contact the concerned Supervisor;


• Receive monitoring reports from the SF’s Monitoring Teams and BISP’s External and Internal Monitoring Teams, and resolve any issue that may arise; and


• Take corrective measures for issues identified as a result of spot-checks either


conducted by the BISP’s team, SF’s internal monitoring or Operations Review Firm.


• Fill the relevant activity log on daily basis and generate reports


Only the shortlisted candidates will be called for interview at Divisional/District stations. No TA/DA shall be given to the applicants in this regard. The selected candidate will have to attend mandatory trainings where convened after selection.


The salary package will be commensurate with relevance and duration of experience.
